[Koha] Site user lacks priviledges for koha-dump

Thanks, Evan,

I am already running as root.

I looked at the script and it pulls the mysql username and password from
the library koha-config.xml.

I am rather surprised that during installation, the koha system did not
give sufficient grants to this user.
