[Koha] Koha 21.11.10 version, New Patrons email notice

Hi Christopher,

good point :)

I looked a little closer and there are some bugs on this tree that were
pushed to 21.11:

*Bug 27812*

Remove the ability to transmit a patron's plain text password over email
*Bug 17648*
<https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=17648> -
ACCTDETAILS notice doesn't show in the notices tab in staff

So the notice is still ACCTDETAILS, but there still have been some changes.

Can you verify if any of these notices showed up in the message_queue?
