[Koha] Koha 21.11.10 version, New Patrons email notice

Katrin,
	I think this is something different.  The change to WELCOME does not take place until version 22.05 according to https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=30237.  The version in question is 21.11.10.  Correct me if I am wrong.  I don't see this as backported in the bug.

Hi,

in the new version the notice can not longer be used to sent a password
and the lettercode was changed to WELCOME. Check if you have a WELCOME
notice defined. It will also be sent through the message_queue now, so
you can check for entries in the table as well.
