the 19.11 series is still supported on jessie

the following apt line should get you the latest 19.11.x release (||||currently koha 19.11.21)
||echo "deb http://debian.koha-community.org/koha <http://debian.koha-community.org/koha-staging> 19.11 main jessie" > /etc/apt/sources.list.d/koha.list
