     I guess it could be used for a consortium of libraries, so that UMBC
patrons can borrow from UMCP libraries and vice versa, but UDC patrons
could not even though all three share the catalog.

    * Consortium 1: UM Libraries
        - Member 1: UMBC
        - Member 2: UMCP

    * Consortium 2: DC Libraries
        - Member 1: UDC
