[Koha] Local Use Only item type in Koha

Hi Michael,
at the moment the AllowHoldsPolicyOverride system preference allows
staff to override all kinds of hold rule limitations. Some may cause
issues as the hold might not be triggered on checkin. I am not sure if
turning off the preference is an option for you.
Maybe an idea would be to extend the functionality to allow to define in
which cases limitations can be overwritten? Please feel free to file any
ideas that would help with your use case as an enhancement request on
bugzilla!
