[Koha] Koha 20.05 - Adding a description meta tag to <head>

Hi all,

The jquery wasn't picked up by Google; however, I upgraded to 20.11 and
took advantage of the new syspref that allows you to insert a meta
description in Opacusercss. It was picked up by Google after a few days.
Yay!
