To be clear: You want to limit the ability to forgive but not limit
the ability to accept and otherwise manage fines? You can grant (or
disallow) an individual account permission to manage all fines using
the "Manage patrons fines and fees (updatecharges)" permission. If you
want to prevent staff from using the "write off" option you can
uncheck the "Write off fines and fees (writeoff)" permission.
