[Koha] How to Allow only Selected Circulation Staff to Forgive Fines

Hello All,
Please, is it possible to limit the ability to forgive fines only to selected member(s) of circulation staff? I do not want all members of staff at the Circulation department to be able to forgive fines.
If this is possible, can someone please show me how to go about it?
