[Koha] forgiven fines not showing up

Hi Margo,

credits don't work quite as you would expect without bug 21896 that is
not in 18.05:

They won't get 'used up'. If you want to forgive a fine I'd recommend to
do a writeoff instead as that will make the fine appear with amount
outstanding = 0.
