[Koha] CSV files are actually semi-colon separated

Gentle Reader,

If I run a report then download the result as a CSV file, I actually get a
file that uses semi-colons as the delimiter (so for example it won't open
properly in Excel).

Is this intended behaviour or a bug? Is there a way to change the delimiter?

(I am using Koha 17.11)
