[Koha] How to handle the support providers list (was Re: Spam from BestBookBuddies (OpenLX))

I mostly just read this list but I thought I'd comment on this subject.  I
think this should be put to a vote.  I think Chris has spelled out three
good categories.  It might be that there are one or two more categories.
Just add those suggestions in the next day or two and then put out a poll.
