[Koha] KohaCon 2017 Online Registration Form

I completely endorse Paul's sentiments. Having high local participation is
a key point of KohaCon and is the very reason it circulates around the
globe.

I urge the organisors to issue a statement clarifying why the registration
was imposed and what the view is towards local participation.
