If you're not on a Debian-based system, I'd try the following:
cpan install App::Minus
cpanm HTTP::OAI at 3.28
Version 4.03 of HTTP::OAI is very broken, if I recall correctly. More info at https://rt.cpan.org/Public/Bug/Display.html?id=102010
