Greetings,

Koha no longer supports the native windows version 2.2.8

You can run Koha on Windows or Macs using VirtualBox or some other 
virtualization software.
   https://www.virtualbox.org/
Grab a debian ISO
   https://www.debian.org/distrib/
And once you have Debian running as a VM, follow current instructions.

P.S. Don't run a production system virtualized on a Windows machine. It's 
not recommended.
