[Koha] disallow hold requests to be placed on items that are not checked out

Hi Justin,

This sounds like a bug to me, please consider filing it at
http://bugs.koha-community.org.

Correct behaviour with this preference set to disallow would be to
disallow reserves if there are any on the shelf.
