Did you try checking the INSTALL.* documentation?  Some say things like
this:

The correct parser entry will need to be moved to the bottom of the file.
The following is the entry you are looking for:

    [XML::LibXML::SAX::Parser]
    http://xml.org/sax/features/namespaces = 1

What you posted had XML::SAX::Expat last, which is why it "looks bad".
