[Koha] Koha Staff login: Error: You do not have permission to access this page

Is the access via a proxy, like for remote access? 8080 is a
non-privileged
port so assuming permissions are ok in the OS, Apache and the database
for the concerned staff category, perhaps its the ACL in the proxy?
ACL specs may have changed in 3.4.5.
