Sorry I'm not qualified to give the MARC-level details, but it seems
clear to me that you want biblio-level issues, since you have such
detailed information per issue.

Either have the issue date the only one in the record, or make sure
the ones irrelevant to your patrons are excluded from the indexing.

Although I'm sure there's a fix for the interface character limits, it
sounds to me like you shouldn't be doing data-entry in Koha anyway -
aren't your source files well structured? IMO you should do all your
data manipulations in SQL or CSV, use MARCEdit to transform to MARC
and bulk import into Koha.
