[Koha] Ordering from 'next' budget

Thanks Paul,

In 2.2 we had a customization where we could tick a wee check box called
'next budget' and that worked fine. I wonder if I should see if  (and pay
for) that enhancement to be added to 3.2 (or 3.4 - whatever)
