There's no guarantee that they will be identical.

Historical reasons - in earlier versions of Koha, it used to be possible for there to be more than one biblioitem record for each biblio record, representing a sort of call number record. That changed by Koha 3.0, but along the way some code slipped in that assumed that the biblionumber would always be the same as the biblioitemnumber. Most of that has been removed by now; there shouldn't be all that many spots in the code left to be corrected.
