[Koha] error occurs when adding new biblio

I've manually deleted the inaccessible records from the koha sql
database, and moved newer records #18 - #21 into their place.
Now, though, it seems I can't get rid of the "gap" in the numbering
sequence.  When I go to add a new record, the next biblio number
assigned is higher than it ought to be.
The last record in the database is now #17, and yet when I add a record
it is assigned #22.
How can I fix this?
