I've seen that address on the koha-bugs email list, for emails from
bugs.koha.org.  I'm a bit puzzled by the rejection message because
174.129.238.79 has the RDNS of
ec2-174-129-238-79.compute-1.amazonaws.com - was it complaining about
the HELO?
