[Koha] Lists/Virtual Shelves not working in OPAC

Adding to the information above, I just did some testing from the staff 
interface.  I can only add to an existing list if it's marked ad open. 
I can add the first item to a list as I'm creating a new list, but it 
won't let me add more to that list unless I set it as open.

Has anyone else seen these problems?  Could it be a problem with the 
update from 2.2?
