[Koha] Running Koha 2.2.8

Hi all,

I have successfully installed all necessary programs to run Koha 2.2.8
however whenever I click on the Koha shortcut on my desktop it reinstalls it
again.  When I click on 'run as.' I get:

"Could not initialize installation. C: \Documents and
Settings\Library\Desktop\Koha 2.2.8-W32-RO.EXE Access is denied"

Even though the Koha has been installed twice and the computer has
restarted.  How do I run Koha without installing it again and getting the
above message??
