I've done some work toward installing Koha3 on XP. I'm using
strawberry perl. All required PM's install w/o issues except six. (I
don't have the list available ATM -sorry) I have YAZ installed, but
have some issues getting the libraries setup so that ZOOM will
install. There are probably some other deps holding up the remaining
five modules. (Such as at for Schedule::At, etc) Zebra has yet to be
installed as well.

I have also been working on mods to Galen's installer to handle a
Win32 installs.

All of this is very alpha, but I hope to have something working over
the next few weeks that will allow us to maintain a Win32 install in
the koha repo.
