[Koha] Adding Logins for Librarians

I'm missing something somewhere.  I've changed the perference so that each
branch is independent.  I have added Libraries with MAIN and BRANCH.  My
question is how do I set up the Librarian logins so that they can only
access their library information.  Do I have to do this within MYSQL or is
there a perl script or am I not understanding the login structure?
