[Koha] Borrowers vs Branches vs Circulation...

Hello,
I`m still playing with Koha 2.2.4, and have a few questions about relations between borrowers and branches.
My library has 6 branches with different membership policies, in addition one of the branches (Multimedia Library) charges its borrowers annual fee. The effect is that a borrower is assigned ONLY to the branches he registered himself in, and he can`t use the other branches` collections until he registers himself there. There`s only one id-card, one borrower number, one barcode, but there`s no common membership policy. In fact, if someone wants to borrow from all six branches, he has to register in each one separately. This is a remnant of the pre-computer era, but unfotunately it can`t be changed - not in a next few years (until old librarians retire :))).
In the course of testing, I created our branches in Koha and entered a few borrowers, but can`t find a way to assign a borrower to a branch EXCLUSIVELY, I also couldn`t assign a borrower to more than one branch. No matter where the borrower is registered, he can borrow from any branch and the system doesn`t object.
I`d like to set things this way: a borrower registered in Adult Branch can borrow books from Adult Branch, BUT can`t borrow from Multimedia and Children Branch unless he`s registered there, too. Is it possible in Koha?
The next thing is database access policy. Is it possible to set staff permissions this way so staff member can circulate books from one branch but not from another? I`d like it this way: the staff members from Children Branch log in, and the system restricts them from circulating items in all other branches - they see only "their" books, "their" borrowers and "their" transactions. As far as I tested, it seems that a borrower from Children Branch can try to borrow a book from Adult Branch standing by the desk in Multimedia Branch and the system will not object.
Please correct me if I`m wrong, maybe I missed something? If so, where can I read about assigning borrowers to branches and setting user/database permissions? It`s hard for me to believe that my library is the only one that wants to have its branches separated... Please help!
