[Koha] Biblio framwork (MARC structure)

I am trying to run KOHA for the first time. Everything seems to have
installed correctly and is running well. I have gone step by step
through the installation and configuration pages, but now I am having
trouble with the Biblio framwork (MARC structure).  When I click on it I
get the default MARC framework. If i try to edit it or any framework
that I create, there are not tags listed. If I try to add a tag, it just
ask me to choose a framework and goes back to the previous screen. Can
someone tell me how to get the MARC21 tags listed in the framework?
