The 3.2 roadmap on the Koha wiki is the more accurate of those links.
From what I've heard many (most? all?) of the Liblime-sponsored features listed in the web2learning post will not be contributed to 3.2.

There are 2 parts in the bulk changes features - item bulk change (statuses, callnumber, location...) This part is BibLibre-sponsored and is already in git repo. - biblio bulk changes. This part was expected from LibLime.
