Dear Chris I got it already. The record number appear in the URL and the Header of record in the staff client and the OPAC. It is just that it does not appear as in a Marc field. I have also export a record in Marc format and confirm the biblionumber is in the tag 999 subfield c. I created a new matching rule for 999 $c and imported the record. Koha to MARC mapping is correct. I have the biblionumber mapping the tag 999 subfield c in Biblio; biblioitemnumber mapping the tag 999 subfield d in Biblioitems.
I want to find out the bib identification number because I think I need a unique number for matching when importing a full record to overlay a local record. ISBN/ISSN match may not be perfect.

I have tried editing the Marc Framework but still not successful. Here are what I did: changed the Marc subfield structure for 999 by editing the subfield c: changed the 'Managed in tab' from 'ignore' to '0' and changed in the 'hidden' from '-5' to '0' in the 'Advanced constraints'.
The 'Marc Bibliogrpahic Framework Test' shows that there is one error in bib and biblionumber. The result is 'The biblio.biblionumber and biblioitems.biblioitemnumber fields be mapped to a MARC subfield.
I'm not sure why you want to see it in the MARC, it is in the url of every page you view, and it is a value you should never ever ever change yourself. Did you check the koha2marc links page? Is biblionumber mapped to 999c ?
