[Koha] Koha messaging preferences - missing check boxes

Dear all, I have Koha 3.12 installed and running. In my messaging preferences for different patron categories, there are no check boxes to tick. Could you please guide me in resolving this issue. My aim is to send email notification of item waiting against a hold. Thanks and regards, A.
