This is a known bug ( http://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=6343) that has recently been patched. I expect that it'll be folded into 3.4.2. It's currently accessible the the Koha master branch, if you're running a Git installation.

Hi,
I need to know if this error is a bug or a settings error.
When I click on Tools > Label creator > New batch - The library is unselected and I cannot put itens in this batch. In 3.2 its works fine.
I tried with users with diferent privileges and I have same results.
Anyone can help?
