Today, someone from Liblime contacted me to explain that the estimate of 4 or 5 years as the time for the community to integrate such a large amount of code was a "humorous ad lib comment" rather than a serious answer to my question
I'm so cross about that, that I don't want to write much, but I really don't want to let that "community is slow" mud be slung without someone washing it off with a few key facts: Koha 3.0: Release manager from LibLime. Announced release date "end of 2006". Actual release date 11 Aug 2008. Many of the challenges currently facing the community arise from that in various ways - as I understand it, at least two support companies shipped stabilised pre-3.0 versions in order to fulfil contracts - so I don't think Liblime should be making jokes about poor timekeeping by others in the Koha community.
