[Koha] Acquisitions Permissions Question

There are two permissions in Acquisitions that have the same description: order_manage order_receive Is the first one for placing orders and the second for Receiving? Or is there not a permission for placing and is one for Editing and one for receiving? Can someone please clarify for me, the libraries and the manual :) Thanks Nicole
