You should be getting the files from download.koha-community.org and reading about koha at www.koha-community.org. The liblime/ptfs controlled site is hideously out of date and contains links to not only old releases (3.2.1 is the latest stable) but to corrupt ones.
I wish they would either turn the site off or redirect it to the official one so they stop causing these kind of problems.
But for your purposes getting the file from download.koha-community.org and reading the documentation on www.koha-community.org should see you right.

i wish they would too, considering that some new people still arrive at koha.org first then hit these bad links, it makes the entire koha project look incompetent this is the exact reason why we fought so hard to restore editing ability back to the koha website will someone at liblime/ptfs take responsibility for the broken/incorrect content at koha.org, please?!?
