That message can also happen for other reasons. About the time of the above thread, one or other of the main Apache distributors had stopped enabling CGI by default (because it can burn new sysadmins) which is why it was suggested.
But that sounds like it is unlikely to be the problem on Windows. Check the error log (location in koha-httpd.conf usually) for more information on what the problem may be.
I don't know where to find koha-http.conf. Instead, I have posted the contents of the log files at C:\Program Files\Apache Group\Apache2\logs to this thread.
