If your goal is to provide custom images to your installation of Koha, you can use the "Remote image" option in Item types administration. You can enter a URL pointing to an image file which is hosted somewhere web-accessible. If you're asking how to contribute a new set of images to be included with Koha, you should first ensure that you're working with images which have an appropriate license for inclusion in Koha.
