Christopher, What kind of installation do you have, dev or standard? If dev, you'll need to be in the directory where you extracted/downloaded Koha. If standard, you'll probably need to be in /usr/share/koha/bin, or whatever directory you specified when you ran make. You'll also want to be sure, like Arturo indicated, to have both your KOHA_CONF and PERL5LIB exported (as per the instructions on the wiki). Hope this helps!
