Hi Lisa I just found some information from Arturo Longoria on how to prioritize locally uploaded cover images for the Koha OPAC. It is said to include the code at https://pastebin.com/F2nQdHaz in Koha system preference "OPACUserJS" should do this. See http://koha.1045719.n5.nabble.com/Book-Cover-td5967218.html Hope this helps.
