[Koha] Maybe a silly question

Okay, I have my OPAC going, but don't have the internet site yet, so I can't look at that. However, it seems to me that OPAC should have circulation working. Yet when I click on Circulation, I get a blank white page http://fatherbrown:8080/cgi-bin/koha/circ/circulation.pl Does anyone know how I can debug this?
