The immediate problem with the export file is that it doesn't contain a single root node. You could manually make it well-formed by inserting a <Docs> as the second line (after the XML declaration) and </Docs> as the last line.
I don't see what i can do. Maybe rewriting a dtd or an xsl transformation?
To load this into Koha, your next step could indeed include writing an XSL stylesheet to convert it to MARCXML. Based on the sample, such a stylesheet looks like it would be relatively simple to write, but perhaps somebody else on this list might recognize the source ILS and could point you to a pre-written stylesheet.
