[Koha] tar ball automatic?

I am just curious, is http://sourceforge.net/cvstarballs/koha-cvsroot.tar.gz an automatic, nightly tarball, or is it something a project admin prepares? If so, anonymous cvs access can be circumvent by downloading that tarball. anybody knows anything?
