[Koha] Item cannot be issued through 3M self-check - error message PREVISSUE

I have found that if I have borrowed an item through counter or 3M self-check, I cannot borrow it again with the 3M self-check although it was returned properly. The error message is like “Item cannot be issued: PREVISSUE.
