[Koha] OPAC Hold Error

Hello All, I got a problem when trying to place holds on any item when trying to place holds this message appears to me "Sorry, none of these items can be placed on hold." Also tried to change circulation policies several times but there is no benefit about that so I need to know in details please the steps to make these circulation rules.
