Policy but I don't see HomeOrHoldingBranchReturn and a search indicated that it did not exist.

In my test installation (which is up-to-date but not new), I see the HomeOrHoldingBranchReturn preference in the old system preferences editor (/cgi-bin/koha/admin/systempreferences.pl) but not the new one.
