Yours truly is used to looking at volunteer organisation/small library/school library settings where that kind of budget just doesn't exist. ISBN will work for every record that has one. Remember because of coding choices (mostly in the past, so chiefly an issue with older materials) not all records have an ISBN and there is always the possibility of coding error, though OCLC is up on corrections. If their American office is like the "branch plant" here in Winnipeg (where I did a library tech field placement) they'll offer you a nice degree of editing of the records as well and go through setting up exactly what you want/can afford.
