Haven't tried password recovery yet in Koha but looking at the email sent through this line: /cgi-bin/koha/opac-password-recovery.pl?uniqueKey=$2a$08$DDiNbAFWtNLz80gWHQxUbe<http://cgi-bin/koha/opac-password-recovery.pl?uniqueKey=$2a$08$DDiNbAFWtNLz80gWHQxUbe> it seems the OPACbaseURL has not been set.
