[Koha] How to Allow only Selected Circulation Staff to Forgive Fines

Hello All, Please, is it possible to limit the ability to forgive fines only to selected member(s) of circulation staff? I do not want all members of staff at the Circulation department to be able to forgive fines. If this is possible, can someone please show me how to go about it? Thank you.
