Hi Elshan This is not related to the user you are logged in as. It is confusing as the table name suggests that it is a user permission, but it seems to be an overall permission for any user to access each of the contents of the Tools page. I am glad I could explain the cause of your problem. However, I am on an
older version of Koha than you are so I am not sure that my permissions settings would work for you.
Please post your message to the list, and ask someone with a working version 3.0.2 to respond. Other users need to know if the install causes that problem, also maybe someone will fix the empty table in future versions.

If you get a blank page when you go to Tools, make sure you
have
the original contents in the Permissions table. Accidental
removal
of this table will disable Tools.
